As an example of how movement can factor into the game, here's a simple (and recent) ruling I added to our official rules:

Teleportation: (p. 17)
     When otherwise undefined, teleportation uses 3” of movement per use for instantaneous transfer, and 10” of movement for the creation of a portal.


I'm honestly not that sold on the totals, and they could easily be changed, given any information that would warrant that.  For now, though, they establish some kind of "cost" (movement only) to teleport.

I don't think we have.  The reality is that - with heroes often having 50-75 Power or more - they rarely run out of movement in any given turn.
