Taunting a foe is Spider Man's trademark.  He claims it cause them to become irritated and make a mistake.   Anyone ever get into a fight and have the other person just piss them off they loose their shit?

So here is a new tactic:  Taunt.

It works like this.   the taunter  rolls Cd20.  If he rolls UNDER his charisma then  the taunted rolls his cool ( Charisma + level)  if he rolls under his cool, then the taunt doesn't work.  If he rolls over his cool, the jibe gets under his skin and the taunted suffers a minus on all his rolls for the next turn equal to the taunter's charisma divided by ten.

So your mom is so fat....

Taunt was a skill in CoH as well and I think one aspect of it you are not considering (and should you bastid) is making the taunted now pay attention to you.  In other words, bad guy 1 is beating up on Kid Nemesis and while Magnum is fighting bad guy 2, he taunts bad guy 1 to piss him off enough to make him attack himself, thus leaving Nemesis alone.

In that regard, taunt can be rather powerful especially when used as an AOE.

Yes I agree.  The taunter would make himself the target in most cases.   That was one of the reasons Spider Man would taunt his foes, so they wouldn't attack pedestrians or his friends.

Yes in CoH I was a Scrapper and would use taunt to get mobs off our healers. Then I'd slice them up with my Katana!

Yeah in CoH.. I was mostly a controller...  Electrical Emission and Force Field... my field would repel foes and move them or restrict where they could go and allow my team to take them on piecemeal while I unleashed electrical DEATH from a distance!  Then when I got tired I'd just Force "bubble-up" and be effectively invulnerable until my stamina recovered... 'rinse and repeat'...

I had an ubertank named Demolitia.
I'd run her through mobs and taunt the group and smack one or two guys and run to break line a sight at a corner of a hallway or building and they'd come chasing into a nice tightly packed group for the blasters to just go off with AoEs while scrappers made sure no one 'got away' from the pack...
I also made Whitemane as a Martial Arts Super Reflex scrapper and he was a boss killer... who used Taunt (Warrior's Challenge) to keep the big bosses focused on him...

I changed the wording abit.   Taunting is not a skill, but a tactic.  This means anyone can taunt, you don't need to be trained in it.   It cost only movement, (I would assign it 1 as you have to think and say it).

You can  train in things like wit or other that would enhance your taunting.

I can see Red O'Grady tossing out a verbal grenade once in a while.   Same with Q. Public, but his would be more cryptic than actually infuriating.  "You realize that you are all just pawns of the global elite"

Wouldn't this be modified by role playing?

I mean, not just simply "I use the 'taunt' tactic against Mr. Crybaby" and then roll the dice and say "My 'taunt' attempt was (un)successful!"

How would you handle players who were simply no good at taunting, or players who are better than their characters would be?

ie: let's say the Vision (Avengers) decided to play the Marvel Super Heroes RPG and chose Spider-Man as the character he wanted to play.

or: Peter Parker plays the Vision.

I see a team effort in the current Supers Scenario.

Omega Girl uses Weakness Detection to find out some strange Psychosis or something The Octopus has.

She tells Magnum about it because Omega Girl has Prejiduce as a Weakness and Magnum has a good charisma and Paul is just plain rude.

Magnum in turn tells The Octopus what he overheard Marshall Strong saying about the Octopus at Lunch the other day.

The Octopus gets angry and fires a Super Destructo Ray at Marshall Strong causing 117pts of Damage while Omega Girl runs away.

I wonder if there could be a simple table of conditions based on if the taunt is merely an insult, or if there is more relevance to the taunt, i.e. a weakness or some such...?

I would say it depends on the scenario and shouldn't be scripted on a table. I would think most taunts would be merely an insult, however in order to add in more relevance it can be used in combination with a power (either yours or someone else's) or other information.

An example would be having weakness detection and then using the taunt based on the weakness to make it more robust. The weakness detection can come from the attacker or can be told to the attacker etc.

In John's game, there are a number of times we face foes that we've either faced before or CHESS has files on that I remember reading about.  In this scenario, John would make me make a save vs. Intelligence which would help me remember a key piece of info on the baddie which can then help me make the taunt more robust.

Another thought is possibly using an inventing point to get a knowledge area in taunting which gives +2 on taunts or maybe also adds +2 to charisma modifier in this regard.  But John normally makes getting knowledge areas a little tough so I can see him requiring something like psychology or behavioral studies before getting taunt (+2).

We've usually just used it as a roleplaying maneuver, but I can see having it as a tactic with numerical bonuses as well.

Inspired by MMORPGs, one fairly recent V&V PC in our game had the ability to "aggro" opponents:

Emotion Control: Power; can instill ‘Battle Rage’ in adversaries; attacks as Emotion Control for 1” of movement only (no actions) to opponent of his choice within I” (14”); PR=1 per turn (spent between-turns); opponent(s) affected must come to within 10” of and may only attack Ragnarr; they also may not save or delay actions; Good characters get an immediate C % save to shake off the effects, as well as a save each between-turns, Evil characters get C % saves each between-turns.

I figure having the skill of Wit would give you the +2 with any taunt.   And so would some others if you think they would apply, and I would permit stacking the pluses.

I like the idea, but I think I'd change the execution.  Even the megalomaniac who rules a country can be taunted, sometimes moreso than the lowly jobber villain.  Here's how I would do it:

Taunt (tactic):
- Anybody can use Taunt as a tactic, requiring only 5" movement to use.  The taunter attacks as emotion control on the combat table.  If the attack succeeds, the taunted focuses on the taunter to the exclusion of others for (taunter's) CHA/10 turns.  During this time, the taunted has a (taunter's) CHA/10 penalty to actions, but gains a (taunter's) CHA/10 bonus to each die of damage against the taunter.  After all, there is a real reason the taunter normally goes full evasion after a successful taunt.

For example, Arachnoboy has CHA 27.  He decides to taunt Marmadukealot so he leaves Great Aunt-once removed-June alone.  Arachnoboy tosses out a quip about Marmadukealot being 'fixed' last week.  He rolls on the Emotion control attack, and since his CHA is higher, he manages to hit.  Now Marmadukealot is enraged and focused on Arachnoboy for the next 3 turns, with a -3 penalty to hit, but a +3 to each damage die against Arachnoboy.  Bad thing since Marmadukealot has 2d8 hand to hand damage (will do 2d8+6 if he hits).
