I have to echo Majestic's comment.  There certainly would be organizations like that in a world with superhumans.

Reminds me of the poster-carrying "Impeach Obama" people I see on highway overpasses here in Texas . . . .

@Majestic and Dr. Dave: The funny thing is, NOVICE was primarily inspired by the bad rep. heroes sometimes receive in comics rather than any real-world influences.
