This variation of the game works a lot like regular V&V, except that the super-powered community is rather debilitated. Mutations, cybernetics, and supernatural forces tend to be disproportionately disadvantageous in nature.

Randomly generated characters get 2 powers (randomly rolled from any of the tables, player's choice) and they also get 1d6 +2 randomly generated weaknesses.

If you drop one power, then you can drop one of your weaknesses.

OMG that is jacked up.  Too many stat reductions in the weakness table.  You'd end up with total crap stats.
