Let's try something else. Limit the Vibratory powers to only the Defensive ability and the ability to pass through solid objects. No power cost for these since we are limiting him.

I didn't fill it all out but you should get the picture. Not a Hero meant for your more high powered Villians but dress him up something like Moon Knight and pit him against the the common thugs and he's a terror by night.......

After being wounded in the war, Nick Larson despaired of ever living a life of adventure.  Bored, depressed and ready to end it all, he drove to a mountain top, rolled his wheelchair to the edge of the cliff and gave that final push.  While falling he was struck by lighting.    He was sure he was delirious from the electrical current going through his brain, but when he soared upwards and took command of the winds, he knew something was up.
Convinced that  Karma, Fate or what have you tried its best to even the scale, Thunder Man went out giving others the second chance that he himself was given.

Night Queen!

She was visiting a hidden pyramid when something visited her.  Some lost horror!   It tore her mind. She can now, under cover of darkness, absorb your fears and project them to terrorise all those around you.   The only problem is,  She is also terrorifed of your fears.   She screams,  I scream we all scream from Night Queen.

She lurks.  Thats what she does. Survivors talk about the Green Lady in hushed whispers.  She never surfaces, and he scaly hide is hard as steel.  She can out race a shark and her claws can cut open the side of a boat.  And when she smells blood in the water, watch out.  That is when she really gets dangerous...

Anyone planning on taking a crack at this?

   I would like to refer to you the singular case of Brian Casey.  He seems to know things about me that he should not have privy to.   Its disturbing.  He predicted forty two events in a row.  He clearly has some sort of ablity to know things, to witness things that I can not explain.     Yet he also seems to see things that are clearly not there.   His schizophrenia is obvious.  Yet at times he has access to wonderous insights.

Any of the "new" guys want to take a crack at this?

Unbenownst to anyone, Big City's heroic defender, Stormhawk, is blind!
But between his Telepathy, and his Weather Control that allows him to sense micro changes in air pressure, he is a canny, prescient superhero who can "see" more than any man!

P.S. I didn't realize someone had already started something like this... kinda funny actually that it would show up the same night I was posting mine. LOL

I randomly rolled the character's weight, stats, and knowledge using standard rules, dropped two powers and the weakness.

PR = 8 per attempt, range = 24", effective only against a single target.

This skill will work over the phone in a live conversation with someone, but recorded messages have no effect. Allow opponents to save vs. Charisma (d100) between turns. Targets will not perform actions that would inherently violate their codes of ethics.

Thanks. I think Vortex in the Elementals comic could do this. It's a stretch. Heightened Senses might do this better, but I needed a way to overcome his Blindness in addition to his Telepathy.

I like your hypnotic hero idea alot, especially the write up of how he clouds men's minds and that it won't work in a recording of violate their code of ethics. Well thought out.

Interesting how that random array of rolled powers could have also produced a completely different kind of character: a straight-up four-color force field/paralysis ray superhero named Tractor Beam or something.
