Ok Im gonna give this a shot...There is a powerful man known only as the Czar, he has been hiring both meta humans and ordinary criminals for the past 2 years to "acquire" certain artifacts for him. Each person is contacted only thru people that are either in the orginization or friends of someone who knows someone...if they are just ordinary humans, the Czar gives them a device (rolling a % on the device table to see what it does) and they must steal a low key artifact using only that device, no one is to be killed in the theft and they must do so with the aid of 2 other people (unknowingly, the 2 others are there to foil the plans to see how the character overcomes) once the item is claimed they return to a warehouse to speak of further assignments. The Czar is actually massing together various artifacts from the past and from the present, most of what he seeks now is high tech devices. He is bent on using these artifacts to create a rogue star in our universe that will focus energies upon the meta humans on earth, he will be able to use this energy to "beef up" or "tune down" powers in characters, as a threat he must be stopped, but at what point do the characters find out this information before it is too late?
