At what level is a V&V character "broken in"?

At what level is a character "broken in"? You know, when they've been around the block. When they are no longer considered a trainee or newcomer. When other heroes start to consider them legit.

I went with 4 because we modified the Level vs. Level chart many years ago.  Our breaks are at 0 level (civilians and bystanders ), 1st - 3rd (rookies and novices), 4th-9th (more experienced heroes; champions), 10-16 (for veteran ones; heroes), and 17+ (for experts, masters).

4th level seemed to be the general cut-off with V&V anyway, and as such it was the level for robots, androids, animals, etc.
