Not really a new rule, per se, but in our game C.H.E.S.S. broke away from simply being a U.S. only institution a number of years ago.  They're now global, and answer to the U.N.  Appropriately, the letters in the acronym changed as well (since they're not part of the Secret Service anymore).

It's now Central Headquarters, Extraordinary Sciences and Security.
