The character is a scientific/mechanical genius. 3x normal Inventing %, and Inventing Points.

Sound reasonable?

Considering the crazy stuff I've been hearing people try with Inventing sometimes, I think it would require a strong level of understanding and communication between player and GM

Admitted your not getting all the perks of Heightened Intelligence, but you are basically giving a guy with an average score (11) "guaranteed" success with inventing points equal to a guy with a Int score of 33

I could see it working, but it would have to be a player readily willing to submit to the GM campaign vision

It doesn't sound like it would be useful to a character with high intelligence...

A character with 11 int and this power would have an inventing of 99% and get 3.3 points per level.

How about x3 for the chance of a breakthrough (normally 5%)?

At the moment, I'm thinking there would always be a 5% chance that the invention would be a failure, and any device the character wished to create would have to be submitted to the GM for approval. In addition, the GM could place additional restrictions on the invention, such as the character needing access to certain raw materials, and a set time frame to create them. But, I'm also open to other ideas.

One problem with V&V (at least for a long campaign) is the fact that there's not much way for players to advance/build their characters, short of inventions.  This forces lots of characters - that otherwise might be into adding power stunts and the like - into doing "inventions".  The majority of PCs in my campaign invent, at least over half of them.  In the comics, though, I think it's more like one out of five characters that are truly "inventors".

I'm hoping that's something Jack and Jeff will fix in 3.0

I allow characters to use inventing points to come up with new ways to use their abilities. While not necessarily new powers (as I don't like "power creep" setting in), they do allow a bit of character growth over time.
