Arsenal/Utility Belt: The character has 1d8+4 unique single use weapons/devices he may make use of each day. Additional weapons/devices of the same type may be carried at the "cost" of one of the available "slots". New weapons/devices may be created using the normal Inventing procedures.

While a really cool concept, I'd also make it that the character gets a +1 to damage with them (or +1 to hit, maybe even both).

Otherwise, what's to prevent any other character from simply carrying eight different weapons?

Or were you thinking of more unique, clever weapons?

I'm thinking more along the lines of weapons that simulate powers. Say a EMP grenade that shorts out electronic devices as per Lightning Control, or say an explosive disc that could be ricocheted off of walls (R= AGL, plus and AGL save required to get it to land where you want it), before it lands and detonates (1d10 damage, 1" blast radius).

Is there a limit on the variety he can have?

For example: If Junk man rolls 9 items in his arsenal... and he starts with a BOOM!-erang, a Screamer (sonic bomb), squirt flower filled with mace, a small tactical nuclear weapon in a large stuffed teddy bear, a saw-toothed machete, and a glob gun...
... can he switch out the weapon that doesn't seem to be in character (obviously, the machete) next time he visits the lab? Does he need to make an inventing roll to replaced with a vortex grenade? Is there a $$$ cost?

Just curious.

The GM, you know the guy that's supposed to keep a handle on this stuff, will have to set limits on what the character can do. I'm making the player stick to a set list. If he wants to switch up, it's going to cost him some inventing points.

And as far as $$$$ goes, he can't just go buy gear. And TBH, I really don't worry about money. In comics money is only a concern when the writers want it to be. It's a plot device, nothing more.

An upcoming book (World War II Super Soldiers, Volume 2) of mine has a character with an arsenal - The Crux.

Oh, and one thing I didn't mention, the character's arsenal doesn't necessarily have to be tech based. A mystic themed character could also easily make use of this power as well (Mystic Arsenal).

Say he has a pouch with a number of items in it. A dust that when thrown into the air grants him invisibility for 1 hour; magic beans that when tossed on the ground instantly grow into animated thorn bushes/vines; Or a powder that when blown from the palm of his hand creates a cloud thick black smoke that works like darkness control; etc.
