3.5 MULTIPLE ATTACKS (p. 26)
     Unless a character has a superpower that allows them to make more attacks than usual, they are limited in how many attacks they can make per action/phase.  In all cases, multiple attacks are only allowed against multiple targets (a character can never make even two attacks against the same target in the same phase).  Most characters can attack two times in one phase, utilizing both fists, a kick with each foot, a blast from each hand, etc.  A rule of thumb to follow is that characters with additional appendages should be allowed additional attacks for each extra body part (with the normal restriction of one miss causing all to miss, additional Power cost, etc.).  Thus, a being with four arms could attack four times, a person with a tail could do three attacks (one from each hand and an additional one from the tail), and so forth.  If a character shoots blasts from both their eyes and hands or has six or more limbs or tentacles (or something similar), then it is up to the GM to determine an appropriate number, but a general rule to follow is to allow a number of attacks equal to 10% of a character's Agility (rounding off normally).  Martial artists and others with specialized fighting techniques can attack with four HTH attacks, but four attacks per phase (of any kind) should usually be the maximum amount allowed.
