Here are Kelpie's powers.

3. Water Breathing Type B: So she becomes fatigued if she is out of water too long. This is why she sleeps in a water tank.
4. Transformation: Into any breed of horse, including a sea-horse (hippocampus).

So she can function as a human on land (until she becomes fatigued from dehydration).

She can function as a human in the water.

She can be any breed of regular horse on land. But she DOES NOT get fatigued from Water Breathing in this form.

She can become a water-breathing sea-horse in water. But she only breathes water in this form.

Because the horse form has low agility, and Kelpie has 15 Agility as a human, she's been staying in human form for standard fighting. With her martial arts skill and heightened intelligence, she does a lot of damage.

The horse form is helpful if she might need to carry someone or pull a large supply of weight.

Kelpie is probably the most complicated character in the lot. When the player got Water Breathing AND Transformation, she immediately wanted to become a Kelpie from myth even though some tougher options might have been available.

You might want to use "hippocamp" rather than "hippocampus" if you mean the mythological seahorse rather than the little ones in reality. Hippocampus has several other meanings as well, including a part of the brain...which would be an interesting power if she turned into that!

Mammal Powers (Hippopotamus), Heightened Senses (telescopic xrayvision), H Expertise (guns) and Special Weapon (super 50 cal sniper rifle). all too common foe in fps games... The Hippo Camper!
