Here's the rough drafts for a couple of new heightened senses.

Heightened Senses: Psychic Awareness: By using an Action, the character can detect the use of mental/psionic abilities within a radius of C x level x 10 inches with 90% accuracy. Within 5” or less the detection is automatic. The detection Range can be increased with a reduced chance of detection. For every 10” of additional radius, reduce the chances of successful detection by 3%.

I like it.  I like the passiveness feature as well.   
I think you mislabeled the second power.
I would go so far as to allow the active use to detect abilities in people even when they are not using the ability.  A sort of "The Force is strong in this one."  Someone who didn't realize they were psychic or mystic is in for a surprise

On a quick tangent, I've found a lot of your stuff online - here and other forums, and its great.  Really good stuff - the use of old V&V foes especially is creative and wonderful.

I'd say go for it, but with a reduced range and % chance. I'd reduce the range to C x Level inches, and the detection % to C x 5.

Giving it a 90 percent accuracy is not a good idea. Make it detect hidden x4 or something.

You can modify it depending on the situation, such as if the person is actively trying to block you from detecting them. Play around with it, and see what works for your guys.

I like John's idea, although I would add that I think it should have a "hard" limit to its success (ie: no more than 90% for example.)  This is because V&V's modifiers are unpredictable (imagine a +35 modifier for a d20 roll, etc.)
