The Detroit era of the Justice League was an ill-conceived attempt to "shake up" and "modernize" the team by excluding characters with solo titles (Superman, Flash, et al.) and focusing on characters that could be developed or go through changes within the pages of the JLA. One relatively recent character (Vixen) and three all-new characters (Vibe, Steel, and Gypsy) were added to the roster in blatant mimicry of the Wolfman/Perez New Teen Titans. Personally, I enjoyed the first few issues but then it seemed to drag in directionless storytelling and the writer had Aquaman--the leader who disbanded the original JLA because other members weren't committed enough to suit him--wander off on a personal quest. By the time Aquaman returned, sales and reader interest were flagging and it wasn't long before the team was disbanded and two of the new recruits were killed for no good reason.
