Just had an idea that scales up lethality if someone wants a more street level vigilante type game. When a damage roll is the maximum on the die, take the value divided by the targets basic hits (rounded down), and that is basic hit damage that is unavoidable.

Examples: 

Target has 4 basic hits, gets shot by a pistol (d8 damage) roll of 8. 8/4=2, so they take 2 basic hits.
Target with 4 basic hits , gets hit by power blast (d20 damage) roll of 20/4=5, so they take 5 basic hits. TargetTarget with 4 basic hits gets in a fist fight and gets hit for HTH damage value of d6, which rolls 6. 6/4=1.5=1 basic hit.
Target has 12 basic hits and gets shot by a pistol. 8/12=.6=0 basic hits taken.
