Actually, if you've got a photobucket account, you can just resize the file. I've done it couple of times with the covers of books that are about to be released. It takes about 2-3 minutes tops. Or, if you don't feel like waiting, shoot me the file, and I'll post it for you.

With the other agencies (FISH, MEDUSA, GIANT, etc.), those are somewhat proprietary to the definition of their creators, not that CHESS isn't.

With CHESS, and I don't claim to speak for anyone but myself, any use or further definition through the group's mention in an adventure is fair game as an adventure device due to the organization's inclusion in the base ruleset.
And the group (CHESS) is begging for an update, imho.\
But, I think it's fair to ask: Would anyone accept that particular update as official given all that has happened if it doesn't come from Herman or Dee? Don't get me wrong, I'd love to do something, maybe certainly collaborating with some of the current writing teams, but I (again being careful to not be speaking for anyone else) really think that no one wants to touch the material for fear of backlash. 
EDIT: And I certainly want to respect the community by not going there.

The inherent boon and difficulty of the proprietary IP issue as whole is summed up there very neatly, AK. V&V has a pretty novel place in gaming in that regard, and FGU have evidently given many writers opportunities as a consequence.
