Guys, I've started to move all of the Empire city stuff here. Also, if you look under the character creation guidelines, you notice I've added some additional powers. Some of them have never been playtested, so the way they work in the game may change. Let me know if you've got any questions.

I haven't had a chance to read most of it, but what I read is very nice!

It is classified Top Secret that the star-spangled super spy, escape artist and master of disguise, Agent America, is really the most dangerous anti-American secret agent ever captured alive. If the American public ever found out, there’d be hell to pay. The only thing that would be worse is if Agent America found out.

OPI Dossier: Top Secret! Eyes Only!

The enemy spy known only as Silver was apprehended years ago as you know, Director. You also know we could never discern his true identity. Our admittedly limited background on him indicated expertise in the martial arts, eastern mysticism and escape artistry not seen since Houdini.
You also know last year we uncovered a rogue group under Professor Patriot that had been operating inside the OPI, within our Psych Division. What you don't know, that I must now report, is that before they were brought to justice, they had experimented for years on Silver’s mind. Through experimental mind control techniques, they forged a new identity, memory and personality for Silver, one that Professor Patriot believed could be used for good. He remade him into a super hero, code named Agent America. He said they didn't want Silver's skills and abilities to go to waste.

After arresting Patriot and his rogue group, Agent America came under our jurisdiction. Extensive observation indicates his goal was met. The subject believes completely that he is an American 'super spy.' He is judged to be of sound mind and body. His patriotism is, frankly, admirable. We were at a loss with how to proceed.

But now that the Guardians have gone missing and the being situation dire, we believe it might be worth the risk. I'm recommending we activate Agent America, on an extremely short leash. Placement within a team of superheroes will result in him being monitored by them even if they don't know his true background.
And we recommend that they don't. Agent America will know they are keeping something from him. This operation hinges on him never discovering his true identity.
Furthermore, the public can never find out. If they learned that an anti-American terrorist was secretly the symbol of America, the OPI would be finished.
After your decision, we'll expunge all records of these discussions and of the rogue Psych division’s mind control project.

Just to let you guys know, I added a little additional info to the "Source Book", and I pan on posting info on the Guardians tomorrow, so stay tuned. While I'm thinking about it, is there any particular place in EC you'd like additional info on?

Unfortunately I'm going to be out of the loop for the next three or four days (I''ll be at a National Guard drill), and they don't have a Wi-Fi connection, so I won't be posting while I'm gone. Once I get Skydiver's sheet up, that'll be a wrap until next week. Hopefully I'll have Hammer's character worked out by then. If he's up by Wednesday, and that's the goal, I'll kick of the first turn next Friday evening. Everyone cool with that?

Also, I've been thinking about a couple of minor story changes I'd like to make. I'd listed OPI as the government agency you guys would be dealing with, and decided better. I'd already worked out an EXTENSIVE history and back story for use with the Bureau of Special Investigations (BSI), for my last M&M campaign. SO to cut down on my workload, I'll be substituting them for OPI next week, but with specific modifications to make them fit into this campaign. I'll even be posting a BSI sourcebook that I worked up.

Either way, if any of you have any questions or comments, feel free to post them, and I'll answer them early next week.
